In the European Commission’s Education and Training Manual 2024, we discover that “the rate of early leavers from education and training (ELET) remains among the lowest in the EU.” We also learn that “in 2023, 44.5% of Greeks aged 25-34 held a tertiary education degree, above the EU average of 43.1%.”  This explains why the Greek Golden Visa is one of the most family-friendly Residency by Investment programs, with a 7-year route to naturalizing as a citizen.

A Portuguese Golden Visa is another new residency program with educational value. The EC’s latest Educational and Training Manual reveals a 121% increase in the number of overseas students enrolling in Portuguese university programs. With greater demand comes lower supply and qualifying as a Portuguese national 5 years after applying for residency will maximize your family’s admission chances.

In Spain, the EC reports that “tertiary educational attainment shows a steady increase. “In 2023, the rate among people aged 25-34 grew further, reaching 52% (1.8 pps more than in 2022), much higher than the EU average (43%) and the EU-level target (45%).” Ease your family’s way into some of the country’s top business schools by applying for the Spanish Golden Visa by Wednesday, April 2, 2025 as this Residency by Investment program disappears the next day.

Other Residency by Investment Education-Focused Programs

In Canada, they have capped the amount of places universities can make available to overseas students. A Canada Start-up Visa can help here. You and your family, including spouse and children, will be able to naturalize as Canadian nationals after 5 years of residency too.

The US EB-5 Investor Visa is another education-centered program. Dependents again include children and spouse, and there’s a 5-year naturalization period. This will enable you all to enroll at the best US universities with the advantage of being a domestic students

The repercussions of Brexit have meant it’s more difficult to get accepted as an international applicant. Lastly, there’s one more European Residency by Investment program that can benefit you and your family from an educational perspective. The Malta Permanent Residence Programme (MPRP), unlike the European golden visas, doesn’t provide a path to citizenship via naturalization. It does, however, allow your offspring to learn English for free in the country’s state schools as opposed to paying for the privilege at one of the popular language academies.

Citizenship by Investment Programs with Educational Value

There is direct citizenship in Malta available, if you prefer, accessible though Maltese Exceptional Investor Naturalization (MEIN). The EC records that “the share of people aged 25-34 with a tertiary qualification increased by 3.8 pps between 2022 and 2023. The rate stood at 46.3% in 2023, above the EU average of 43.1% and exceeding the EU-level target of 45% for 2030.”

The Eastern Caribbean is home to another family-friendly program in Antigua and Barbuda Citizenship by Investment. There are 4 different ways to invest in citizenship in this dual-island state. For the purposes of this article, the most relevant one is the fourth.

This involves making a $260,000 donation for a family up to 6. For any extra dependent, you have to pay processing fees of $10,000. On top of guaranteeing an Antigua and Barbuda passport for all, one family member can claim a one-year, tuition-only scholarship at the University of West Indies.

You must also pay due diligence fees of $8,500 for you and $5,000 for your spouse. For each dependent aged 12-17, it will cost $2,000. There’s $4,000 to pay for dependents aged 18 and above.
